Definition

The Operations Manager (OM) is responsible for ensuring the quality of services meet or exceed customer expectations. The OM will provide oversight on all contracted services, maintenance and development projects. The OM will have direct supervision over the Front of House, Maintenance and Technical Departments. The OM will also assist the General Manager (GM) in preparing, tracking and monitoring annual budgets for recurrent and developmental draft estimates. This is a senior management position and the incumbent will act as GM in his/her absence.

Important and Essential Duties

· Provide oversight on all contracted services, maintenance and development projects including but not limited to Preventative Maintenance (PM) of all assets, Public Sector Investment Programme (PSIP) and Infrastructure Development Fund ( IDF) programmes,

· Apply appropriate control measures for tracking, executing, monitoring and evaluating of all developmental and maintenance projects;

· Provide oversight on functions of Maintenance, Technical and Front of House Departments;

· Ensuring continuous review and updating of Standard Operating Procedures (SOPs)

· Ensure all procedures are followed in accordance with the SOPs and reports are completed accordingly;

· Assist the GM with the preparation of the Annual Budgets – Recurrent and Development Draft Estimates;

· Prepare projected and expenditure reports on development and maintenance projects for the GM review;

· Ensures organization-wide policies and overall best practices are adopted across all operations including Procurement, Risk Management, venue hire agreements, etc.;

· Assist the GM with approved change initiatives to ensure sustainability of the Organization;

· Help promote a company culture that encourages top performance and high morale;

· Perform any other related duties that assigned by the General Manager;

Job Related and Essential Qualifications:

Knowledge of:

· Experience in project management, operations, and leadership

· Public Sector Accounting Practices

· Understanding of general finance and budgeting, including profit and loss, balance sheet, and cash-flow management;

· Solid understanding of financial management;

Ability to:

· Work as a team leader;

· Ability to manage multiple projects at the same time;

· Ability to plan and implement work schedules;

· Ability to build consensus and relationships among managers, partners, and employees;

· Excellent communication skills;

· Ability to address problems and opportunities for the company;

· Ability to oversee budgeting, reporting, planning, and auditing;

· Ability to develop, implement, and review policies and procedures;

· Understanding of policy, planning, and strategy;

· Identify inefficiencies, areas for improvement and to formulate action plans and implement changes

· Establish and maintain effective healthy working relationships with employees and the public


Qualifications and Experience

· Bachelor’s degree in Operations Management, or related field;

· Possession of an MBA would be considered an asset

· Training as evidenced by the possession of a Certification in Project Management or PMP equivariant certification;

· Eight (8) to Ten (10) years’ experience in a Senior Managerial role

· Experience with public sector accounting standards, regulations and industrial relations in a unionized environment preferred or any equivalent combination of training and experience.
